PhilHealth can provide 100% insurance coverage to all Filipinos, Recto insists (PART 1)

4. RECTO: Based on their definition, how many families are there in the Philippines? – 0:50
5. TG: They can only give an answer as to how many “indigent” families there are. 0:52
6. RECTO: We could never have universal healthcare coverage if the PhilHealth or the Department of Health does not have an idea of how many families we have in the Philippines. – 1:05
7. RECTO: Roughly there are 20 million families in the Philippines. Average family is 5, husband and wife and three (3) children — 100 MILLION FILIPINOS – 1:20
8. RECTO: If you’re a member of PhilHealth and you’re paying, kasama hindi lang ‘yung anak mo pero kasama pa ‘yung magulang mo as a dependent. So theoretically, mas malaki pa ‘yung family ng PhilHealth member. Then there are less than 20 million in that case. – 1:43
9. RECTO: There is a subsidy of P43.8B for PhilHealth. P37B of the P43B is for indigent families and that is the 15.4M you’re talking about. How much in the formal economy are the premium contribution? – 2:02
10. TG: From January to June 2015, P18 billion – 2:28

13. RECTO: The P37B earlier of the P43B is for 15.4M families. This P41B + P8B is for how many families? How many members do you have in the formal and informal sector? – 3:23
14. TG: Around 88 MILLION PEOPLE – 4:00
15. RECTO: 88 million filipinos are covered by PhilHealth (88% of the population). 88% of the population in effect, in world health standards, that is universal healthcare. – 4:06
16. RECTO: Shouldn’t it be presumed that you are a PhilHealth member, if 88% of the population is already a member of PhilHealth, because of the subsidy also of the national gov’t? And therefore you do not need to have a PhilHealth card? – 4:33
17. TG: They agree but the law also requires 100% coverage. – 5:12
18. RECTO: If I were to make the calculation, it should be 120M families, that means it’s a 100%. The default is, today, if you go to a government hospital, you are a PhilHealth member, ‘yun ang dapat kasi nasa 88% na tayo eh. That should be the situation. NO ONE SHOULD BE DENIED OF HEALTH INSURANCE COVERAGE ANYMORE. That is the point I’m trying to make. – 5:23
19. Any hospital treating a patient should be given the health insurance payment of PhilHealth – 6:03
