Noong nagkaroon ng Senate hearing tungkol sa pag-ban ng Angkas at pagpapatigil ng pilot study kung safe nga ba ang mga motorcycle taxis, inisa-isa ni Senator Recto ang ibang Asian countries na meron ng batas para dito at ipinunto sa DOTr-TWG na ang Pilipinas nalang ang napagiiwanan.
