On the Implementation of HOV lanes in EDSA
Kung kulang ang premium buses sa gilid ng EDSA, at walang MRT sa gitna, ano ang alternatibo? Ang sasakyan parang tubig-baha, kung barado ang lagusan, hahanap ‘yan ng ibang malulusutan. Cars, like water, will seek their own way out.
Ang nangyari, inilipat lang ang volume ng sasakyan sa EDSA sa ibang kalsada na mas maliit at hindi kayang i-handle ang bugso at bulto ng mga sasakyang rerouted from EDSA. We are shooing cars away from the main artery to minor roads not wide enough to handle the surge in volume.
Walang net reduction of vehicle volume sa kabuuan. Inilipat lang ang problema sa EDSA sa ibang kalsada. EDSA is not a barometer of traffic flow, that by simply ordering a restriction on its use, we can conclude that traffic has been solved.
Hindi ko rin masisisi ang mga Mayors ng Kamaynilaan at ang MMDA. Wala naman sa poder nila ang ibang mass transport system tulad ng MRT, LRT, Pasig River Ferry at PNR, na kung maayos lang sana ay pwede magbigay ng ginhawa.
Pero sila ang pumapasan ng problema. Sari-saring mga diskarte. A tapestry of ad hoc solutions. Subalit limitado ang ganitong mga lunas, kaya band-aid na solusyon ang resulta.
Ang kotse at motor ay hindi luho. Cars are no longer a luxury, but a necessity when there are no other options to commute. Kasi nga walang masakyan, maraming kumapit sa patalim at nagkautang-utang may masakyan lang.
Hindi rin libre ang pag-gamit nila sa mga sasakyang inutang. May Road Users Tax, sari-saring buwis sa gasolina at langis, bayad sa lisensyang matagal makuha at plakang hindi makita.
