The Commission on Elections (COMELEC) provincial board of canvassers proclaimed this afternoon Vilma Santos-Recto as the governor-elect of Batangas. Based on Comelecís Transparency Server, as of 5:05 pm today, Recto garnered 661,395 votes against her opponentís 41,796. Also proclaimed were Vice Governor Mark Leviste & 3rd District Board Members Fred Corona and Divina Balba. The proclamation was led by Comelec Provincial Officer Atty.
