PhilHealth can provide 100% insurance coverage to all Filipinos, Recto insists (PART 2)
1. PhilHealth has given out P78 billion in benefits to its members – 0:00
2. 60% went to the PRIVATE SECTOR, only 40% to the PUBLIC – 0:08
3. 60% should go to public hospitals to modernize our public healthcare system – 0:23
4. TG: It’s not accredited to suit the private hospitals – 0:33
5. There are 895 public hospitals, 71 DOH retained, 777 LGU owned, 622 districts, 69 provincials, 9 cities and 77 municipalities – 0:40
6. PhilHealth is tailorfitting the public to go to private hospitals (Recto states eye center/cataract controversy) – 01:20
7. Recto suggests to design a program that two-thirds should go to public hospitals – 01:58
8. TG: Right now they (PhilHealth) are equipping the health centers/ hospitals to be PhilHealth accredited to access PhilHealth funds. Once accessed, then there would be a reversal of the trend – 02:12
9. RECTO: How much did the gov’t get from the level 3 hospitals? P10.8B (gov’t, L3), P10.7B (private, L3); P9.1B (gov’t, L1), P10.1B (private, L1); P15.6B (private, L2), P4.9B (gov’t, L2) – 02:33
10. Health Facilities Enhancement Program (HFEP) is P26.9B (2016) – 03:16
11. HFEP Appropriated VS. Obligated: P4B vs. P3.5 (2010); P7.1B vs. 5.8B (2011), P8B vs. P4.6B (2012), P7.9 vs. P7.7 (2013), P13.8B vs. P6.6B (2014), P13.3B vs. P337M (2015). “We have appropriated so much pero hindi naman nagagastos.” -Recto – 03:30
12. TG: Yung sa 2015, mababa yung utilization dahil may COA findings. So they stopped muna and rectify the COA findings. – 04:39
13. RECTO: But how will it change in 2016? You’re appropriating P27 BILLION. – 04:57
14. RECTO: You will have problems with COA because walang standard in the way you plan out this Health Enhancement Program. – 05:03
15. RECTO: I don’t blame secretary Garin. – 05:26
16. RECTO: I will introduce an amendment so that there is a more equal sharing of this Health Enhancement Program. This is only for the public to upgrade the hospital and improve the supply side. – 05:32
17. RECTO: I suppose that the people in the PhilHealth should really study what they’re doing with PhilHealth. Sayang naman we’re spending all this money. We’re pouring in another P48 BILLION this year. A big part of that is for INDIGENTS. And a big part of what should benefit the indigents, we are not releasing. The default is, if you are a Filipino, magkasakit ka, pumunta ka sa public hospital, dapat ‘yung presumption may health insurance ka, dapat tulungan ka ng gobyerno. Because 88% rin naman ang covered eh as admitted by you. I believe it’s a 100% and that’s why I’m saying hindi na kailangan ng health insurance card. ‘Pag may sakit ka, pumasok ka sa ospital sa publiko, automatic you should be treated. – 06:00
18. To improve our public health institutions, i-reverse natin ‘yung sistema. Two-thirds should go to public hospitals so that we can upgrade our facilities and one-third only in the private. – 07:05
19. Why not give P10 MILLION EACH to 700+ district hospitals, that’s just P7 BILLION. – 07:30
20. On drugs, medicines and vaccines: Recto says it’s P7.8B (2015) P9.9B (2016). TG says it’s P16.6B (including vaccines, cancer drugs, maintenance medicines) – 08:04
21. RECTO: I think we’re spending very little on drugs and medicines, from the data I have. And if I were to put the RH budget, roughly P3.7B… kalahati nasa Reproductive Health, kalahati lang para sa ibang sakit, parang ganoon lumalabas. – 09:02
