PhilHealth can provide 100% insurance coverage to all Filipinos, Recto insists (PART 2)

1. PhilHealth has given out P78 billion in benefits to its members – 0:00
2. 60% went to the PRIVATE SECTOR, only 40% to the PUBLIC – 0:08

16. RECTO: I will introduce an amendment so that there is a more equal sharing of this Health Enhancement Program. This is only for the public to upgrade the hospital and improve the supply side. – 05:32
17. RECTO: I suppose that the people in the PhilHealth should really study what they’re doing with PhilHealth. Sayang naman we’re spending all this money. We’re pouring in another P48 BILLION this year. A big part of that is for INDIGENTS. And a big part of what should benefit the indigents, we are not releasing. The default is, if you are a Filipino, magkasakit ka, pumunta ka sa public hospital, dapat ‘yung presumption may health insurance ka, dapat tulungan ka ng gobyerno. Because 88% rin naman ang covered eh as admitted by you. I believe it’s a 100% and that’s why I’m saying hindi na kailangan ng health insurance card. ‘Pag may sakit ka, pumasok ka sa ospital sa publiko, automatic you should be treated. – 06:00
18. To improve our public health institutions, i-reverse natin ‘yung sistema. Two-thirds should go to public hospitals so that we can upgrade our facilities and one-third only in the private. – 07:05
19. Why not give P10 MILLION EACH to 700+ district hospitals, that’s just P7 BILLION. – 07:30
20. On drugs, medicines and vaccines: Recto says it’s P7.8B (2015) P9.9B (2016). TG says it’s P16.6B (including vaccines, cancer drugs, maintenance medicines) – 08:04
21. RECTO: I think we’re spending very little on drugs and medicines, from the data I have. And if I were to put the RH budget, roughly P3.7B… kalahati nasa Reproductive Health, kalahati lang para sa ibang sakit, parang ganoon lumalabas. – 09:02
